New funds for Plan Movea

Sustainable mobility is becoming more popular as each year passes and, as occurs annually, there was huge great expectation when Plan Movea 2017 was set in motion, with financial aid to purchase or lease a vehicle powered by sustainable energy. Once again, all the forecasts proved correct. After a long wait, the subsidies were approved in June and made available as from August 8th, and in less than 24 hours all the aid approved for 2017 was allocated. This led to calls by the private sector and civil society for further aid to be made available.

In the end, Central Government decided to extend the aid granted under Plan Movea by 1.1 million euros and these funds will shortly be made available to meet the demand generated by all those who believe that sustainable mobility deserves a big boost.

Although this announcement has not yet been published on the official website, the information has been disclosed to the public through various different channels and the funds have been assigned as follows:

  • 500,000 euros to help pay for cars, light or heavy quadricycles and fuel cell cars.
  • 325,000 euros for electric and commercial vehicles.
  • 150,000 euros for electric motorcycles.
  • 15,000 euros for semi-rapid charge points.
  • 75,000 euros for fast charge points.
  • 60,000 for natural gas and liquid petroleum powered vehicles (even though on 26/09/2017, it is still not known whether they will come under the same category of aid or in two separate ones).
  • The subsidies will be limited to these amounts:

  • Liquid petroleum gas vehicles: 500 to 15,000 euros
  • Natural gas vehicles: 1,000 to 18,000 euros
  • Fuel cell vehicles: 5,500 euros
  • Electric or plug-in hybrid vehicles or extended range electric vehicles: 1,100 to 15,000 euros
  • Electric quadricycles: 1,950 and 2,350 euros
  • Electric motorcycles: 1,000 and 2,000 euros
  • Conventional and semi-rapid charge points: 1,000 euros
  • Fast charge points: 15,000 euros
  • The subsidies will be available until October 15th or until they run out.

    To apply for a subsidy under Plan Movea, you will need to have the following documents on hand:

  • A photocopy of your identity card, foreign resident identity card (NIE) or tax identity card (NIF) in the case of a company car.
  • If you are a professional or are self-employed, you will need to present the certificate of registration on the Register of Employers, Professionals and Tax Withholders, which you can request at any branch of the Spanish Tax Agency.
  • A photocopy of the technical data sheet of the vehicle that you have purchased.
  • A photocopy of the vehicle registration certificate, even if it is provisional.
  • A bank receipt showing payment of the vehicle.
  • If you hand over your old car when you purchase the new one, you must present a certificate registering it as being off the road, plus the car registration certificate, technical data sheet and receipt of payment of road tax.

    If you receive over 3,000 euros in aid, you will have to submit a certificate from the Tax Authorities showing that you are up to date in the payment of all tax.

    A photocopy of the invoice of the electric vehicle, dated on the same date or after the Royal Decree entered into force.

    If it is a leased or rented vehicle, in addition to all the above documents, a copy of the contract (which must last for at least two years) will be needed, and the name of the lessee must be the same as the person applying for the subsidy.

    We must also add that Plan Movea will continue to accept reservations for a subsidy. The aim of this extension is to provide aid for all those who made a reservation before and were not able to get a subsidy.
